Per my reply to Matthias, not only does the Foundation not own them, but
they are very specifically donated to MIT. I'm not entirely sure why
that was, but it was our donors' decision, and it came down (after
months of back and forth) to either accepting them on MIT's behalf, or
refusing the machines outright.
(Of course, we've subsequently been paying for the rack space for
nothing, but there you go.)
In any case, while the offer is very kind, fd.o (and thus most of X.Org)
are already hosted at cs.pdx.edu, so the MIT component was useful in
that it gives us a right-coast presence as well.
