This part is incorrect, and has been so since the redesign of the voting 
system a few years ago.

If you leave a slot open and press "Cast vote", it will come back to you 
and ask for a valid entry in the first empty slot.

I am not sure, but I believe this was flagged the first time this new 
system was put in place, but there was iirc already a rerun that year 
due to hiccups in the new voting system.
