X.org calls for the removal of the of the entire FSF BoD

Paul,

can you please explain to me which article of the X.Org <http://x.org/> bylaws allows the board of directors to take such action without prior voting by the X.Org <http://x.org/> members?  I am not enciting that it is wrongful, I just did not find it in the bylaws.
