Revised Bylaws available online

Dear X.Org Foundation members,

After some unfortunate delays for which we wholeheartedly apologise, the
proposed by-laws are now available online for review:

The changes in the by-laws over the current set come in two categories:
* change from the "X Window System" to a "free and open accelerated graphics
  stack", listing some of the associated projects, as the core of our
  purpose.
* revise the bylaws to account for the proposed merger with SPI.

These bylaws are to be voted on during the 2015 Election outlined here:
