[Members] Your message to Elections awaits moderator approval

It's referring to subscribing to the elections mailing list.   Everyone
who is not a member of the Elections committee gets that when sending mail
to that list.    (There's also the bug in that the URL given in the mail
is invalid - http://expo.x.org/cgi-bin/mailman/ returns permission denied.)
