Most of the lists are open to the community, and live on list.x.org,
which is hosted on the fdo servers.
The board list is one of the few that are @x.org, which is hosted on the
X.org server. It was kept seperate because at the time it was set up, it
was felt that the board needed some place to be able to discuss issues
privately, without concern for who might have root access on a server,
and be able to browse an email archive. This is also why expo.x.org has
been maintained under a seperate admin policy from everything else.
xorg_security at x.org has a similar need for privacy, although in
practice, the same set of people who are trusted to be on that list
overlap with the set of people that are trusted to admin the servers
anyway.
elections at x.org also has a slight need for some privacy.
The members at x.org list is hosted on expo.x.org because it is connected to
the DB which drives the membership managment system.
The bylaws list was set up on expo just because it was convenient to do
so. It would probably have made more sense for it to have been set up on
lists.x.org, but since it has a finite lifetime, hopefully, it will be
perceived as only a small "faux pas".
